Vessel Master, COSIS

Job Responsibilities

•Responsible as master of the vessel for the command, discipline, safety, administration, navigation and vessel operations.
•Responsible for planning and scheduling all vessel movements.
•Supervise the execution of all Annual Safety Inspections and maintain all safety equipment assigned to the vessels.
•Maintain spreadsheets for accountability of safety items, shelf life items and required certifications.
•Conduct tri-annual safety surveys for thirty three vessels IAW marine safety office and US Army standards.
•Maintain electronic charts, paper charts and navigation publications.
•Ensures vessels comply with all Federal and local pollution/hazardous material laws in International and Japanese waters.
•Perform Deck Logbook entries as required
•Supervises sub-contractors
•Ensures scheduling through Production Control Analyst and other responsible personnel, documents, tracks and ensures strict compliance of all vessels Safety of Life at Sea (SOLAS) requirements IAW with Army Regulations, Code of Federal Regulations and International Maritime Organization Standards; including Fire System Certifications, Lifting and Load Test requirements, Lifesaving, Survival and Emergency Communication equipment, Navigational, Radio and Load Line registrations for all assigned watercraft vessels.
•Implement training and license testing requirements for all MLL staff
•Order through Supply Department Required Safety Equipment and Materials, Bridge Equipment and Materials, as needed
•Submit trouble tickets as required to ensure equipment receives required maintenance and remain 100% Operational
•Attend external vendors in certification of Safety Gear, Equipment and Systems on board all watercraft as needed
•Transport to outside government locations safety items and gear for certifications as needed

Skills

•Army Watercraft experienced Warrant Officer with minimum 5 years of Army Watercraft Vessel Master experience; able to obtain/reinstate and maintain a U.S. Army Vessel Master 880A2 License or hold a current USCG (Master, 1600 Ton Near Coastal) License

Technical Skills and Competencies Required:
•Excellent written and oral communication skills
•Good working knowledge of MS Office products (Word, Excel, Power Point, Outlook) and the ability to quickly grasp and work with new systems
•Ability to prepare correspondence and reports
•Ability to identify complex problems and review related information to develop and evaluate options and implement solutions
•Good relationship building/interpersonal and influencing skills – ability to work with diverse groups and gain group consensus
•Ability and willingness to perform in critical deadline situations
•Ability to work in a high demand/volume work environment with changing priorities
•Candidate must be a U.S. citizen capable of obtaining a security clearance from the Defense Security Service (DSS).
